Scratches need to be fixed

My rear bumper is really scratched up (dont ask, wasnt me). I know nothing about bodywork or paint, so can I just get some touch-up and paint over the scratched surfaces to make the bumper look nice and new?

Those look like rubber that left marks ON the paint, not scratched THRU the paint. If so, gently use a polish and watch them disappear.

The touchup paint is only for filling scratches that you can clearly feel have a depth to them.

are those deep into the paint, it looks like you rubbed up on a rubber divide, in which case it would buff out

When you go over them with your hand, you can definately feel the imperfections... not deep scratches. The ones in the last pic (really dark stuff) are deeper.
