Prep is also important. Sand with 400 or use a 3M scuff pad to texture the surface a bit ,wash and rinse and after it's dry and before painting use wax and grease remover (paint thinner can do also) to wipe it down and ensure you get good paint adhesion (let it evaporate before painting). As for plastic paint, if you go to Home Hardware etc you'll find aerosol paint that will adhere to plastic, but you'll be limited in terms of colour selection. Alternatively, if you want to colour match to your car, you'll have to go with the retouch cans at your local automotive supplier, which will require you use primer first as they won't adhere to bare plastic or metal.

dude, get some sand paper from home depot. Sand it as best as you can. I sanded mine for like 20 minutes till all fo the chrome replaced with rough surface. Get some primer from pepboys and spray it about 3 to 4 times to be sure., wait for about 3 hours if you can put it in the sun to let it dry, buy the color you want and spray. It's simple.

Look on my website. I painted mine black, because my car color is neptune blue and i think it looks good.
