Diagnosing a bad ECU

Was getting codes for all 3 O2 sensors, replaced all of them but am still getting P0135 and P0130. I drove roughly 200 miles on them and reset the ECU but SES came right back on. Could my ECU be bad? Is there anyway to test this because I haven't come across anything on a search.

You need someone with a scan tool to monitor the output of the sensors while the engine is running.

This will go a long way toward finding out what exactly is going on.
