Centering Rings - Most everybody on here has replaced the OEM wheels on their cars. Most aftermarket wheels don't come with the correct inner hole diameter to fit your cars hub. The correct fit requires a small plastic ring called a centering ring. The centering ring fits in the center of the wheel hub and is designed to make it match up perfectly with the ring on the hub on your car. This will make the wheel fit perfectly centered on the hub. If anybody can't stop a vibration after a high speed balance, then you should check to see if these rings are installed on your wheels. If not, go back to the wheel mfg. and order the correct centering ring for your wheel/car set up. Trust me your vibrations will go away.
