loose steering feel

my 1997 gxe's steering feel is unbearable. It is extremely loose, thus I feel unconfident driving the car. After adding a FSTB, the steering feels somewhat tighter. However, after adding hr spring/tokico shocks, and 17x8 wheels with z rated tires. the steering is back to super loose. it felt like its overpowered. Compare to my friend's 89 se, which has a much tighter, precise steering feel, and handling. I feel my car is much inferior.

What can i do to make the steering tighter?

Hate to tell you, but the short answer is nothing. Nissan decided to overboost the steering, and there isn't much you can do to sharpen it up anymore than you have already.
