98 Se electrical Problem No lights in Dash with key on

98 dealer service manual says to check fuse 13 and 40, checked all fuses underdash, and all fuses on drivers side in engine compartment all ok. Battery is good, headlights work, starter spins car over, but will not start, and no airbag light, or any other idiot lights come on in dash as key is switched.

Suggestions on trouble shooting welcome.

Hmm, for starters run a ECU diagnostic and report your findings.
