Well i tried re-routing some things, and the one way i did it the actuator was open maybe 85% of the way till 5000rpm hit then it closed LOL..hooked something up backwards but i knew i was on the right track.

Turns out the vacuum canister IS hooked up the right way, and i guess i was having a weeak vacuum source, i re-teed off the fuel pressure regulator. Well now the actuator opens perhaps 85% of the way, but it still opens slowly and not 100%. I am almost sure i am having vacuum canister issues, again this is backed up by the fact i can suck through both ports (the output..smaller port is harder to suck through but i still can)

If i got WOT with me manually controlling the throttle plate(god its loud lol), if i open the throttle it doesnt open much, and by the time it does its after its like bouncing..given i do have UDP + fidanza flywheel so it revs very fast compared to stock. but if i slowly rev it to 5, and hold it at about 5-5100rpm it opens slowly to again 80-85% of the way then closes when i let off.

I took it for a rip and it does feel much better on the top end, but i still feel its being restricted.

I think im just going to bite the bullet and pick up an OEM nissan vacuum canister.
