0302 code help

0302 code help

i checked the book and it means EGR insufficeint/ excessive flow. but i can't find the EGR valve?? it is a 99 SEL cali spec. I thought it was the valve right underneath the the throttle body but when i disconnected one of the tubes there was green looking fluid in it maybe radiator fluid? Is the 99SEL cali have is there some special set up for the EGR because i can't find it. Everyone tells me it is the tube that goes into the manifold that is dirty is it the intake manifold or exhaust manifold. But i still can't locate this EGR valve and tube?? Please help guys i've taken out the air box. all the way up to the throtle body. i've got a hayes manual with pics but it isn't quite accurate since i have the 99sel cali spec. If anyone has a pic of it it would be great or are there stickies on this with illustrations on the Faqs?
