You can shrink them to certain sizes by using photobucket.com Otherwise you can download free programs online, just google.

 

Assuming you use Windows, you can use mspaint. OS X, iPhoto. *nix, well your choice, I prefer imagemagick (mogrify), installed by default on most distros.

Not a Maxima related question at all, google would've told you in 5 seconds.

once youve uploaded an image, there is an EDIT link that appears right above it.

you can reduce its size, but once its reduced, you cannot enlarge it again. you have to delete and reupload the picture.
