Trouble Aligning Fog Lamp

I tried adjusting my fog lamps according to the method in the FSM, but can't seem to get the fog lamps to adjust anywhere near where they need to be. The Stickies only show this option. The front end has never been damaged, so it's not an issue with body alignment, etc. Is there any easy way to tweak the mount to get the adjustment I need?

are you trying to point them to the ground or the shine "inline" with headlights and blend?

Car is on a level surface, and I'm trying to aim them as described with in the factory manual - which shows the top of the beam being 4 inches lower than the center height of the fog lamp at 25 feet. I'm nowhere close to this...even at maximum adjustment, mine hit the ground a few feet in front of the bumper. I would like to get them to factory specs to fill in the area below the main lights.
