Turns lock-to-lock isn't the only thing that's important; for example, EVOs have just over 2 turns lock-to-lock, but they have absolutely no lock. The only way to do a freaking 3-point turn in that car is to fry the center diff by using the handbrake.

Ratio of degree of steering wheel rotation to degree of steering axis rotation, although it wouldn't be a static figure, would be much more telling of the quickness of a rack.
