Really rough ride...
Ive gotta 97 max SE lowered on Hp Design springs 2.2f 2.0r with stock struts. Also I've got 18s (225/40/18) decent amount of rubber on there. The ride is not bouncy at all. Its just really hard whenever i hit a bump. I don't think my struts are bad. They show no leaking and front end is still stiff. Any Ideas?

Sorry man but the ride is not going to be particularly smooth over bumps when you're dropped 2+", especially with stock struts. My drop is just 1.5" and even that can get pretty bad on the worst roads of NY
Those struts probably only have a couple more months in them before they quit. If you have the cash, you should really consider some KYB AGX's or Tokico Illuminas.
The guy with the S techs, what is the size of his rims and tires? That could make a difference too, as to why his ride feels smoother than yours. It could also be that the S techs are just better springs (I could be wrong there, but I don't know anything about the HP design springs).
