CEL Problem

The Nissan down the street has been utterly useless in helping me. I have a CEL that functions when it wants too.

You know how the CEL is suppose to come on for a few sec. when the car is started then turn back off. On my car it does not cut on at all. Now the weird part about this is if there is a problem the CEL cuts on without fail. So the bulb is fine(but according to Nissan the bulb is the problem). The car can not pass inspection with out the CEL functioning properly and now the city is not sending me the registration so i need to get the problem fixed.

Make sure the diagnostic screw on the ECU is in the center position.
Then verify that the bulb comes on when the ignition is turned on.
If the bulb does not turn on, replace the bulb. (as Nissan said)
Then verify that the bulb comes on when the ignition is turned on.
If you still don't have a CEL light, you migh need a new ECU.

Did you check the position of the test screw in the ECU near the gas pedal? Maybe that is not set correctly?

Guess I'm too slow.

Careful with that screw it breaks easily. You do not want to break it.

Malfunction Indicator Lamp (MIL)
1. The malfunction indicator lamp will light up when the ignition
switch is turned ON without the engine running. This is for
checking the blown lamp.

Does the light turn on with the ignition switch turned to on? Just FYI MIL and CEL is the same lamp. Probably better to check this before messing with the ECU.

2. When the engine is started, the malfunction indicator lamp
should go off.
If the lamp remains on, the on board diagnostic system has
detected an engine system malfunction.

Test mode selector on ECU must be turned full counterclockwise. I think it goes to the 3 or 12 oclock position. Again be careful not to turn so hard you break it.

NO - Normal run position is in the center.

This is directly from the FSM Page EC-55:
Turn back diagnostic test mode selector to the fully counterclockwise
position whenever vehicle is in use.

By center do you mean 3 oclock position? That could be as far as it goes fully counterclockwise.
