I have a 99 SE-L auto. Anytime you take off half throttle or more there is a vibration in the steering wheel, also some light torque steer to the right. 
On the other hand when you are cruising down the road at highway speed. The vibration isn't there until the car is under a certain amount of load.
If I use the cruise control it is almost non existent. Any help is appreciated and thanks in advance.

Does your check engine light blink when you do this?
Sounds like a misfire to me. They are sometimes more noticeable when you get on it. You may have a problem creeping up on you. 99's are common for coilpack issues. I'm also a 99 and have replaced all my coils with 98 or older.

^why 98 or older.? Im 99 too+cali spec...and i havent done coils since i got the car. My main problem so far though is it doesnt start smooth.While cranking(starter sound), its as if it gets interupted and then jerks/jump/skips at start. Happens most time when car been sitting for a long time.
I was thinking more of a front end issue. The car doesn't hesitate or have any other issues while parked with no load on the engine. The car starts and revs up normal. I was thinking maybe a sway bar bushing issue or maybe a tie rod end. The ecu doesn't have any code either.

If it was your front end, it would depend on speed, not load. You could be 100% WOT at 10mph and have the issue and also 100% WOT at 60 and have the issue. or you could be doing 10 or 60mph without 'load' and not have the issue.
It's your coilpacks most likely.
