99 vq30 cali spec in 95 vq30de

Can a 99 vq30de cali spec be installed in an 95 vq30de? If so what do I need to do make sure everything work correct?

Yes, but I wouldn't do it. The 99 CA spec VQ30DE engine has extra emission related stuff (swirl valve etc) that you'll have to account for and deal with.

Get yourself a standard 95-98 Fed Spec engine.

The block is the same, just swap the manifolds and any other bolt on components and electronics.
