97-99 fog light bracket installation

97-99 fog light bracket installation
I change my 96 front to a 97-99 with a stillen front lip, unfortunately I didn't install the fog lights. I'm trying to install it now that we're having good weather in Boston but i can't seem to fit the bracket without removing the front bumper which I don't wanna do. Is removing the front bumper something I gotta do?

IIRC, the bumper has to be removed.

Jack the front of the car up, unbolt/unscrew the plastic splash shields, the brackets install easily like this.

Also, I found that some aftermarket bumpers, like ones put on after an accident didnt have the holes to mount fog lights to.
