no matter what your painting, it all depends on prep work, mostly cleaning. NO paintjob will last if you're painting on a dirty surface. primer will always help with the final result of your paint. different colors of primer will also help with what you're painting, for example, if your car is black, and you want it to be white, a grey primer will make life easier. it's easier for a light color(white) to cover a neutral color like grey than for it to cover a dark color like black that is on the complete opposite side of the greyscale.
to get the ultimate result out of your painting, clean the surface VERY well. once you think it's clean, clean it again. denatured alcohol works very well. if you want the true color of the color you're painting it, primer the car with a few coats. and the paint it whatever color you're coloring. then add clear if you like.
also, I hope you're going to be painting in a place with very little airflow/circulation. airflow/circulation = flying debris/dirt/**** that will stick in between coats and.. well you know
hope I helped

Prime, then block it out for a really flat, smooth finish. The primer will also act as the catalyst for the new paint to adhear. If you don't prime, you'll get mapping and increase the chances of the new paint pealing off at the edges.

on a budget, you only really need to spot-prime the areas with body filler and bare metal. but like everyone else said, it helps. but yeah you cant just paint over it you have to commit and sand it down after you spray primer
