Bad IACV?

Bad IACV?

I've had a bit of a rough idle, so I pulled the IACV to clean it. I found a little ring thing that looks like it might be an o-ring that/s broken, here (the piece that's sticking out near the tip of the valve): http://s397.beta.photobucket.com/use...tml?sort=6&o=0

Is that really an o-ring, or it maybe just old carbon that's solidified in a ring shape? (I know, that's a stretch, but I can hope...) It feels pretty hard for an o-ring, but it's the original valve, so it's had plenty of time to get that way. If it's an o-ring, can I just replace it, or do I need to spring for a new valve?

It looks like the piece in the center is threaded into the sleeve to me, but I can't say with certainty.
