Your picture is of a torn steering boot / bellow, and the inner tie rod.
Bellows/boots don't leak oil, so fluid in the area may be indicative of a problem with the steering rack seals.
Please note that it's also common for oil to leak down on top of the boot from the valve cover gasket, or for power steering fluid to leak down on top of the boot from the hoses or the power steering pump which are also in the area. So, you may not necessarily have a rack problem if one of these is the culprit. These would also explain your boot ripping like that as fluid leaking on top of them tends to weaken the rubber making them easy to tear.
Typical inner / outer tie rod symptoms are clunking / knocking sound when turning the steering wheel (especially at low speed). In general, Steering pulls are typically symptoms of a bad alignment.
If I were you, I'd examine the inner and outer tie rod ends, check for play on both. If there is a lot of play or sounds when turning the wheel back and forth, replace the inner and outer tie rods, the steering boot / bellow, and then have the car aligned. This should eliminate the issues with the boot/bellow, tie rod ends, and any steering pull.
