You are missing one maybe 2 pieces of the emissions control stuff. It looks like you have a California emissions car, but I could be wrong. the 1995 year model was different because of the laws in effect at that time. The pieces I think you are missing are the Canister Purge Control Valve and the Canister Purge Cut Valve.
Here is a photo of my 1997.

Yours must not be a 95 then OP my 95 for sure never had a bracket on the intake manifold or a harness plug in that area. id say 96+ because of the additional obd2 emissions crap

Correct me if I'm wrong, but aren't california 4th gens are only really different in the 99 model year?
For example I have a 98 california I30, and it has none of the gobbledy gook (swirl valves, etc) of my friend's 99 california I30

Under the hood, attached to the firewall on the passenger side is an aluminum plate with various information. You will see the car's VIN number and right below that is an ID code consisting of letters and numbers.
Count over to the 12th character from the left. It is a letter:
V = Federal pollution spec
V = California pollution spec
U = Canada pollution spec

The op is definitely missing the Canister Purge Control Valve. But it is a different type of valve from the photo I posted. I'm not sure if that means the op has a fed spec car or if it is the difference between a 1995 Cali spec and my 1997 Cali spec.
The 2 valves are totally different and are not interchangeable. My 97 uses a stepper motor type valve while the other valve is a "duty cycle" valve (what ever that is). Besides the different valves, my 97 has an additional valve added, the Cut Valve, that was not used with the other Canister Purge Control Valve.
The wire harness is what had me wondering. The op's wires are in a plastic tube for protection. On my car, the wires don't have a tube because they come from a completely different direction. Looking up something else, I came across this drawing in service bulletin NTB00-085a:
