Fed or cali spec?

A friend of mine gave me a 96 ecu B7 A18C85EY1 he had lying around wasnt using it. I don't know if its Cali or Fed spec? Reason I'm asking if its a Fed spec can I run it on my 99 max Cali spec if I switch a few pins around?

Technically the 96 model had no changes to their emissions. Even if it was labeled one way or the other its really the same thing.

Its a pain in the *** but yes you can make it work in a 99 Cali. The 99 Cali has the most emissions equipment, the most electronics, and being a 99 it has an immobilizer. Those all make it a difficult swap to complete correctly.

FWIW: 95 Fed spec had the least emissions, least amount of electronics, and therefore the better ECU to get. And yes 95 was OBD2.
