Unable to relieve fuel pressure

So i'm trying to change the fuel pressure regulator as I've read it could be the cause of this loud drone like sound within my car as it's causing the fuel filter to vibrate or something. I've pulled the fuse for the fuel pump but my car keeps starting. It definitely chugs a little now before it starts and when it does start it chugs for a good 20 seconds and then finally dies. Then I go to start it again hoping it won't start but it starts right back up and then chugs again for 20 seconds and dies again.

Is this normal or does this indicate something is wrong? I would think once it dies the first time it wouldn't start up again.

Same thing happened when I replaced my fuel filter so I just decided to pull the hose from the fuel filter and it sprayed fuel everywhere. Why is there still pressure in there?

Crank it a few times, then just pull the hose from the fuel filter and be done with it. With the car off the pump is not active. Remember 34-40psi is quite a bit of pressure.

Ok that's what I did with the fuel filter and it sprayed tons of fuel everywhere. I literally started the car and let it die about 15 - 20 times before I decided to just pull the hose. I just thought at some point it wouldn't start anymore so then when I pull the hose fuel won't spray everywhere.

Open the gas cap. The EVAP might be holding pressure in the gas tank.

Once i was changing my fuel filter and forgot this step; wound up stuck holding my finger over the hose to keep gas from spilling all over my driveway and having to yell for a family member to help me lol.

Yeah I've read that thread. That's what pointed me in the direction of either the fuel filter or the FPR. Well replaced the fuel filter and it is still making the droning noise. Although it does sound different than the videos posted in that thread. It can however, only be heard when sitting in the vehicle and not in the engine bay. I've used a stethoscope on the fuel filter and it definitely sounds like that is where it is coming from. So hopefully replacing the FPR will resolve this. Probably won't be able to get to it for another week or two but will post the results when I do. Thanks again for the help
