odd note in my 99 Nissan I30 owners manual

In the summer, when restarting the
engine within 30 minutes after it has
been stopped, keep the accelerator
pedal fully depressed while starting.

what mechanically or electrically does flooring the gas pedal do?

Pressing the accelerator to Wide Open Throttle (WOT) fully opens the throttle body butterfly. It is a technique usually used to clear engine flooding. I also had to use WOT for starting a few times when I had a failing EGR that would not properly close that resulted in an intake vacuum leak.

How many miles does your car have?

Did you need to use the WOT technique to start it last summer?

Odd, I don't recall ever reading that. I just checked page 5-7 and it's indeed there. I fail to see why Nissan included that note.

It's in the manual under Starting and Driving.

Summer temperatures vary by location. Compare summer in Death Valley CA to Caribou Maine. It might have been better to note a temperature.

I checked my 91 Q45 manual and it has the same bullets and text in the Starting and Driving section. On that car, I've found it can be slightly harder to start if the ambient temperature is above 90 and the engine is at full operating temperature and I make a quick stop to go in a convenience store. So I got into the routine of holding the accelerator about 1/2 way open if it doesn't kick off after a couple of seconds when I know both engine and outside temp are up. Also I think this condition may vary with fuel brand and time of year.

It reminds me of minor vapor lock on the old carburetor cars.

So far I haven't noticed this condition on the I30 or Maxima.

our summers are 90+.
what in the design of the 4th gen makes Nissan put in this warning??
all the other cars I have owned don't say this

I wonder if it was text that has been included from the 3rd or 2nd gen manual without realizing it was not needed? The OBDIi setup on the 4th gen may be using a sensor not present on OBDI 3rd gen model?

I was thinking the same thing. It was possibly carried over from a previous gen or even another car Nissan made prior and it was overlooked and not removed.
