Can someone tell me what this is what it does and should i snag it for my 97 5speed.

The part is an electric EGR for a 99 model. The EGR for a 97 model is vacuum controlled like the one in the picture below. You wouldn't want to snag that part for a 97 model.

This is the electric EGR, part number 14710-4L600.
