Power Steering Belt/Set Screw Replacement

I know this is an old topic, but had a question regarding not the Power Steering Belt, but the Set Screw.

I'm trying to tighten the belt, but as I screw in the Set Screw (counter-clockwise) its not tightening up at all. It just remains loose. I noticed on the screw theres a wide part that acts like a permanent washer or notch. Is this supposed to be below the metal "G" looking bracket or should be above? I've attached a photo and marked it up.

On another note, if I don't have a power steering belt, I can still run the car just manually steer, correct?

thanks...noob here.

that built in washer should be above your G bracket.

not having power steering sucks, do not recommend. i went without PS for a year or so.
