Car has an ongoing on/off problem with egr. Tube probably blocked. Light comes on for a few days then goes off. If I reset the ecm before, will the car pass the inspection test?

No you will not pass. If you reset it, the emissions monitors also get reset, which will fail. Also note some states allow a certain number of montiors to be "not ready" (failed)

For instance I live in illinois, they allow up to 2 monitors to be not ready except for catalyst monitor. That monitor always has to be ready. Call up your local testing facility and find out what exemptions your car has.

I myself cheated emissions but I don't want to go in depth as I'm not sure whether we can talk about that on this forum.

No. Don't reset it because it will take a LONG time to be ready again. Just go to inspection when the light is off
