P1320 code voltage help

P1320 code voltage help
Ok so here it is. I have the p1320 code and after testing the coils, condenser and connections turns out the back 3 coils are getting 12 volts while the front 3 only get 8 volts! Can some one please shed some light as to what could be the problem please? TIA
