touchy brakes?

I have a 97 GXE with some brake troubles. The brakes seem to lock up very easily during very hard braking or panic stops (no ABS), already involved in 2 monor accidents. It seems like the car is no longer trying to stop when it locks up, i recently replaced the pads with carbon composite pads and that seemed to help a little. Is there anything else I can try? with out spending 2k on a big brake kit. Or should I look at the tires: yokohama S305 P205/65 R15 (H-rated, they came with the max I know nothing else about them. Any ideas will be greatly appreciated.

You can have the best brakes in the world and no matter how good they are they will look up the tires when you slam the brake pedal to the floor and you will have the same problem. Your problem is traction to the ground which is a tire issue. My car also lacks ABS and I have locked the tires up on occasions and it also feels that it is not stopping as fast as it could if I had traction. Look into getting some new tires and simply try to avoid situations where you have to brake hard. Good luck.

Brakes stops the wheels. It's the tires that stops the car. Get better rubber.
