Intermittent starting

Anyone experience the the problem of intermittent starting? I have purchased a new battery. Have replaced the battery cables. Pulled the starter and had it tested. All this is good. When I turn the key I can hear the relays switching over but starter does not crank. If I wiggle the key while holding in the start position this seems to help and cranks the starter. Does this seem like the ignition switch is bad. Any ideas would be appreciated. Thanks.

Could be. But also have you done anything like changing the fuel filter? Also if you leave the key in the on position first then start it does it turn over easier?
