How to increse TORQUE???

Please help.
I know I've asked this Q before, but i reAlly need to clearly see which will increase my torque(low-end power) or wich will decrease!

CAI
POPCHARGER (regular Cone with metal adapter)
Y-PIPE
MUFFLER
B-PIPE
STOCK AIR FILTER

I don't really need much of the high end power, but really need LOW-END power, or how you call it - Torque.
PLEASE, PLEASE HELP me with this one! (Please,Don't include Superchargers, too freakin' expensive).

nos too expensive? If you really want nos, used kits run about 300, hell I even have a wet kit in my garage, selling for 200. Even the higher figure is cheaper than a decent y-pipe, and the gains are greater than everything combined on your list!

Really, is it legal on the street?
Does it burn your gas more?
Does it hurt you engine? I wanna make sure my car will last!

Also I need to know about CAI, is it worth it?

1. It is illegal to USE it on the streets and probably to have it as well.
2. Well since you have to use it at wide open throttle for short bursts not a whole heck of a lot. Your only gonna use it maybe 10 seconds at a time or so.
3. Not if setup and used properly.
4. Some people have been finding they lose less low end and gain more power by only using the upper half of the cai so maybe not.

Any type of forced induction puts your engine under more stress and might hurt it in a long run.
