IACV, EGR, and code 1405 on a '99

IACV, EGR, and code 1405 on a '99
Today I got under the hood and tested everything that I could to make sure my car is running ok. My O2 sensors, knock sensor, EGR, IACV, and ECTS tested ok by my multimeter. I was planning on cleaning my IACV and EGR, but then I noticed that on the '99s the EGR valve is electrical rather than mechanical. Can I still remove both of these and clean them with TB cleaner?
After plugging everything back in I checked my ECU codes and code 1405 showed up AGAIN. No one knows what the code is, and it isn't even mentioned in the 1999 FSM. Only one other member on the board has ever gotten this code and it doesn't set off the MIL, but is stored in memory.
Finally after looking at my knock sensor and looking around the engine bay I noticed oil in small crevices under the intake manifold. As far as I know I am not leaking oil, and the dipstick doesn't show me being low. The oil is separated in small "ditches" that lie in between the two engine banks. I can't find a leak along any of the gaskets so I don't even know where the oil came from. I'm going to keep an eye on this, but I have never heard anyone mention this before.
It's amazing how much you don't notice until you really start looking.
