I'm looking at 17x7 rims that comes with 205/40 R17 tires. Is there a huge difference between 17x7 rims and 17x8? Are 205/40 R17 tires a good size for 17x7 rims or should I go larger?

I'm looking at some of the Racing Hart Rims

Are you talking about for a Maxima? That is way too small. In fact, that is the exact size that Civics use.

Much too small- more that 7% too small.

Check the FAQ here on Maxima.org, you should be looking at 7.5" to 8" wide wheels with 235/45/17" tires.

7" rims can fit up to 225mm wide tires-- 235mm fits, but due to personal liability if the sidewalls blow out I can't recommend it. (granted that is unlikely with only 10mm of extra width, but we live in a lawyer-friendly country...). If you do buy 7" wide rims, 215/50 is probably your best bet in terms of keeping the overall rolling diameter close to stock.

7.5" is the stated minimum for 235mm wide tires, 8" is preferred.
