Your mechanic is worng. 17 inch rims will generally increase your traction and improve your handling.

So, right now, you have no wet traction?
What in the hell are you trying to say?
How about you start over and type complete sentences and use correct spelling. Then maybe we'll have a clue...

I am sorry for the bad spelling was typing this from work and was going to fast not to get cought heh
ok let me re explain everything.
Before i had the regular cheap tires from the junkyard and had covers with no rims.
Now i put in (17inch rims) And also bought tires with them $140 per tire it isnt the japaneese once but they are also very good..
The first time i sat in the car it was better traction and handeling then i started noticing when i use the brakes it skids to the left/right side of the road so if i am going 60+ on the highway and start to brake it will start skidding all over like the car has no control.
hope this explains the issue

You have a brake problem not a tire and wheel problem. Sounds like a siezed up caliper and now your only getting braking on one side of the vehicle causing your skidding issue. Have a mechanic look at your car's brakes ASAP!
