What's the best paint to use for the Red/Clear Tail paint?

What's the best paint to use for the Red/Clear Tail paint?
I'm thinking is the Van Reda tail light paint, but I just want to make sure. I don't want something that's gonna fade over time. Also should I paint jsut the inner side of teh tail?
