OBD Code 0420 - HELP!

Well, after 2 times of my code being zero, I finally got a valid code on my 2000 SE. It's 0420 and the description is, "Catalyst System Efficiency Below Threshold". So, what would that mean in laymans terms? Can I fix it? I really hate going to the dealer unless I have to.

I really hate going to the dealer unless I have to. p0420 means your cats aren't effeciently working with current calibration........have you ecu (computer) reprogramed (updated)at dealer. should not be charged more than a hour labor.
