Anyone know the process Nissan has to go through when issuing a TSB?
Is there some regulation that requires them to issue one when they learn of a problem. Is there a regulation that requires them to publish them?

a TSB is nothing like a recall
a TSB can be something as simple as telling the techs to zip their fly when working on a Nissan. Its really only a guide. their are no requirements for them to apply a TSB to your car.
