Failed emissions

Just failed emissions due to P0420 Catalyst System Efficiency Bellow Threshold (Bank 1). What the F. My car is a 2001 SE and the exhaust is bone stock. All I have done with it is change the intake to a Stillen intake. I guess I have a couple of questions.

1)Since when do they plug into the OBD computer and read the error codes from the ECU. THey claim to be able to do it on all 95 and above cars? Is Oregon just whacked?

2)Should I put the stock airbox back on before going to the dealer. I want to be sure to not pay for this repair as the car is still under warranty?

1. 96 is when cars were equipped with OBD-II
2. Definately take the Stealin intake off before going to the stealership. Don't give them any reason to gripe.

They are doing this in Atlanta, GA metro area starting 2003. I guess its time to get an obdII tester to check and clear codes before going to the emissions test?

(p.s. Mercedes or Volvos were failing georgia's test en masse because of something the car company did with the OBDII interface. The state is holding the *owner* of the car responsible if the manufacturer doesn't get the obdII interface fixed to work with their test equipment).

Not true! 1996 was when all cars sold in America MUST be OBD-2 compliant. Some 1994 and 1995 are compliant before they needed to be.

(Like my 95 Maxima, made in 12/94. The obd 2 tool I purchased from www.obd-2.com works fine)

Yeah, I guess I will take the intake off before I take it in. Hopefully my Berk midpipe will be here after I pass the test.

I just think it is complete BS that my car failed before ever being tested. They never even hooked a hose to the exhaust. I am sure it would pass if they did. Seems to run just fine.
