The new New York mayor passed a law that prohibits loud muffers
they started giving tickets..
my friend got a ticket yesterday and he's gonna appeal with
the help of his lawyer
I was just wondering if the noise greddy catback makes was illegal

It is legal for a state to pass laws more strict than federal laws. States can not "loosen" federal laws. If the feds say (this number is wrong, just for example) a muffler can be 90 decibels at 50 feet, a state can tighten it to fewer decibels or farther away.
