Just got new front brakes and this...
Is it normal for there to be a grinding noise on my brand new front brakes right when I am about to make a complete stop? It doesn't do it the whole time just when I am about to make a complete stop.

check the rotor surface for any rubbing..if something is making contact with your rotors, then you'll be able to tell from there first.

The pads aren't seated yet and have rough areas still, so that might be it. It's also normal to require a bit more pedal for stopping power until the pads seat as well.
Once they seat it shouldn't though, takes a couple hundred miles for break-n.
I put slotted rotors on a different car and those weren't noisey at all. I think this all depends on the pads and how rough they are when they're new. But it could also be a problem with install, you'd be surprised how the simplest things are overlooked and cause strangeness.

Check to make sure you have all your washers in place on your mounting brackets. I missed a washer during one of my installs (1/18"), and it caused a bolt to contact the surface of the rotor. A physical ispection should tell you if you have anything out of whack.
I do notice that the pads make noise as the brakes are being applied since they are held in with cotter-pins.
