Well I dont know any way else but from what I know, you'd basically need to hook it up to the battery directly.

I don't know if you can.. You still need to have the key in the "on' position at least for the cigarette power to work.

You need to rewire it in the fuse box. All it needs is to be hooked up to a non-switched fuse block.
Although on 02's and up (I don't know about 00&01's) there is a battery saver and after 5min if there is a draw on any non-switched circuit (like the dome light) it gets cut off. So the only way then is to run it right to the battery and this isn't very hard. Just be sure to add a fuse to it.

your going to need to cut the + side behind the cig. lighter and run a new wire from the fuse box that is constant 12v + and wire it up to the cig lighter. This should work

I know that for sure in a 02+, he's in an 03, that the constants in the fuse box will be cut off after 5min with out the key in. It's a Power/Battery saver feature. My 99 didn't have this.

Then he will need to run a wire straight from the battery and then add on a fuse from an auto store and take that to the cig. lighter. Should take about 15-20 mins max to do the whole job.

Yup.

Just turn the wheel to the left take out the fender liner in the wheel well run the wire from the battery into the wheel well cut a small hole in the large rubber gromet that the main wire harness goes through, it's about 2-1/2" in diameter and in the back of the wheel well on the fire wall, push the wire in seal it with silicone. Then tape or wire tie the wire to the harness in the well and the hard part is over. The new wire is now behind and above the fuse box with no drilling.

There is a wire that's white with blue tracer that hooks up to the fuse box on the 2000, but that's only on wen you have the key in the on position.
