The head restraint moves forward utilizing the
force that the seatback receives from the occupant
in a rear-end collision. The movement
of the head restraint helps support the occupant’s
head by reducing its backward movement

I was hit from the back and then I slammed into the tow hitch in front of me. The car that hit me was probably going about 20mph or so. This was back in December and my neck is still sore.
I guess it didn't work for me, or maybe it at least minimized the damage.
