henley83,
I'm assuming MARTA is your state's emmissions test.
If you've got less than 80,000 miles, any reprogramming and diagnosis to correct the ECU, also called the PCU, should be FREE. There's a Federal emmissions warranty (check your manual) that covers the ECU/PCU for any repair, replacement, updates and reprogramming (parts and labor) for 8 yr/80k mi. You don't need an extended warranty to be covered. Your catalytic converter is also covered.
Take your warranty booklet to the dealer and demand your money back. If they refuse call Nissan's Consumer Office at 800-NISSAN-1 and complain. Be calm and polite. Nissan can refund you directly. Good Luck.
