HID's On My Fogs

I just received my H3 bulbs and installed HID's on my fog lamps. I noticed my H4 HID's are somewhat a different color than the H3's I just installed. The H3's are alittle blueish and the H4's are really white. Also, I noticed when I start the car with fogs on, they shut off and I have to physically switch them off and back on again and everything is okay. Is this suppose to happen with the fogs? I don't seem to have this problem with my H4's on my headlamps when I turn the car on.

the ballast needs to be reset to re-power up the fogs. Starting to the car head lamps ballast re-starts itself.
