Light Experts needed

Light Experts needed

I get standing water in tail light after rain/washing - I took the light out, inspected it, (couldn't find any cracks) and even went over all seams etc., w/ silicone.
Assuming I don't have $$ for a new one (which would be an astute assumption) should I (a) drill a small drain hole in bottom of housing, or (b) smear silicone between the housing and the body of the car, to prevent water from getting behind the light in the first place?

Since I already get water in the housing, I guess I couldn't hurt things by drilling(?).
I know, I lack the courage of my convictions. I need a total stranger to tell me what to do.

I'm just taking a stab at it.... If you have the assembly off, you can quickly put it under water to see where it is leaking from. The air bubbles should give away the prob.
