throttle plate not opening

throttle plate not opening
is the throttle plate suppose to open when you rev the car in neutral or only if the engine is under load?

http://forums.maxima.org/showthread.php?t=250206 , had the pedal replaced and got back 13 hp and 11tq but still only dyno at 194hp and 219tq.
