Its the same thing the pads have been rubbed against mainly in the forward direction and the build up is on the reverse direction of the pad. I have had this happen a few times. I have resolved the issue by finding an empty parking lot clear of any obsticles drive in reverse at decent rate of speed lock up the brakes hard. Then repeat a couple times but this time just break hard enough that the breaks don't lock up allowing the pads to be hard pressed against the Rotor in the opposite direction.
Or if so inclined you could take off the pads and scuff them with an abrassive.
