windshield wiper question

When I try and clean my windshield, the cleaner shoots out but my wipers only sometimes automatically come on. Anybody know the reason for this? It isn't a big deal but more of an annoyance. Thanks.

When you pull back the **** to you hold it or just pull it back quickly to get a short squirt? I notice that if I just tap it the blades don't activate, but if I hold it and let it squirt out for a second or more they do come on.
