You will have to take the display apart and try some plastic cleaner and polish on it.

I look like someone got in a accident and the body shop over spray piant. or he left the window open and concret mix flew everywhere. I would buy some clay magic from autozone, to pull out the dirt.

Replacement lens/plexiglass part is really cheap (list price is $24, part number 24813-2Y000 for 2k). So that's probably an easiest way to go.

Yes, the only thing we don't have as far as C&C is rolldown from remote AFAIK.

Yes, I would take it apart and use some cleaner wax, polish, or something like that. When I installed my chrome guage rings I waxed the plastic cover over the guages and you can hardly tell it's there at all. Of course, hopefully yours aren't damaged beyond repair.

I had the same problem in my old car (92 MR2). I got it from using crazy glue inside the car. I never got my plastic clean but I suppose something like cazy glue remover might work on it. Good Luck

Crazy glue remover is basically acetone and acetone is an epoxy/fiberglass thinner. I'd think twice about using that on plastic. I think your best bet is, like someone earlier said, try a cleaner wax or thinned polishing compound or rotten stone. If that doesn't work, replace it.
