I have no idea, same with the 2000 models. I assume it can be "fixed" by rewiring the foglights. But maybe its done on purpose for the beneficial reasons Anyone know for sure?

I wasn't aware of that. But assuming you're using your fogs for actual fog conditions, you wouldn't be your highbeams since the light would reflect back in your eyes. So, maybe the designers assumed if you're using high beams, conditions aren't foggy, thus you don't need the fog lights and would be better off with conserved energy.

I think its for DOT reasons. Like when you turn on the high beams the HID's go off... I dont know what the actual reason is. Regulations are weird but usually serve a good purpose.

On my integra I had aftermarket fogs that I installed and ghetto-wired (toggle switch under the dash)...but they didn't turn off with hi-beams. When I went for va. inspection I failed, the mechanic said the fogs have to turn off with high beams, that it was DOT law...So he said either I had to take them off or fix the wiring so they did turn of with hibeams....So I'm pretty sure that's the reason for what you ask - though not sure if that's the law in all states, I can only speak for Va.

To reduce the current draw on the lighting system according to Nissan. It would place a high demand on your charging system.
