First - I bet you 10 bucks that if your bar was hitting something, your dumbass mechanic put it on upside-down. If you look closely, the bar tilts down just a little bit one way, to clear the rear axle. If you put it on upside-down there would be almost no clearance at all. He didn't adjust it, most likely - he probably took it off and flipped it.....
You should have just installed it yourself. If you have a event a BASIC mechanical know-how, it is a piece of cake. All you need is 2 jack stands. When I got mine I installed it in under an hour (and could probably do it in about 15 minutes now that I know what to do). Remember, Joe the mechanic does not care about you or your car. When installing things he is not necessarily familiar with (Stillen sway bar?), he is not going to take the extra time to make sure to read and re-read the directions and check and double check his work. He just wants your money and it done as fast as possible....that's why I do all my own work on the car...(except for warranty service)
As for adjustable, I believe you can move the mounting brackets forward or backward on the trailing arm to change the stiffness. I am happy with mine in the "suggested" position...
